Planning Permit Application and Exhibition
The planning permit application for the upgrade of the BTS was lodged to Moreland City Council on Wednesday 6 July 2011.
The application along with all supporting documentation and a scale model of the proposal was exhibited at the Moreland City Council Service Centre. The full application documentation, along more information on the exhibition and assessment process was also made available on Council’s website and on the Community Consultation section of this website.
Community comment was invited through written submissions. In total, 84 submissions were received.
A Council consultation session was held on 3 October which at which submitters were invited to address their concerns to Council and the BTS project team.
Council Decision and Appeal
The planning permit application was decided by Council at the Urban Planning Committee meeting on 23 November. Twelve objectors addressed the committee at this session and the application was rejected by Council by a vote of four to three.
An application for review of Council’s decision was lodged with the Victorian Civil and Administrative Tribunal (VCAT) on behalf of SP AusNet on 8 December.
VCAT Appeal
The Moreland City Council Urban Planning Committee voted against the BTS planning permit application on Wednesday 23 November.
An appeal was lodged with VCAT on 8 December to review Council’s decision.
